HOA Board of Directors Meeting, June 27, 2026

Call to order 10:10 A.M. by Lonnie Wright, President. All Board Members were present.

Topic for the meeting was IRS Tax Forms and requirements; Louisville Metro OL3 form (Occupational License Tax Return) and Federal IRS 1120-H (HOA Tax Return form). An extension for filing the OL3 has been granted until October 15, 2026.

The Board discussed best options for the resolution to the issue of filing these required tax forms, which we have never processed prior to this notification. The President, Mr. Lonnie Wright, and the Treasurer, Mr. Louis Holzknecht, and the Board agreed it would be better to make an appointment to talk with the IRS for input as to the information that is required before spending funds on a CPA or Lawyer. All the money generated for the HOA comes from the dues that the Members pay each year, which is tax exempt; no income of interest is earned from the bank account. Therefore, there is no taxable income.

Signs are needed for the Speed Humps and Speed information. A sign for No Outlet for Baumler, which is to be placed at the corner of Old Toll Rd. and Sewell Dr. was discussed regarding placement. The Board is to check with a couple of fence companies to see if they can place poles for the signs at a better price than what we have been quoted from the present company.

Annual Homeowners Association Meeting – May 21, 2026

Meeting was called to order at 7:35 P.M. by Mr. Lonnie Wright, President

All board Members were in attendance along with Mr. DiSalvo, Mr. Baker, and Mr. Mohr. A quorum was attained by proxies and those present at the meeting.

Treasurer Report presented by Mr. Louis Holzknecht. The GEHOA has a current balance of $8,954.55. The budget was reviewed and a motion to accept was made by Mary Beth Wright and seconded by S McDermott.

Old Business:

The entrance was being serviced by GreenScapes. The needs for our area were presented to a couple of companies, and a bid was accepted from Kevin Knauer, Inc. His bid fell within our budget and the work to be performed is in line with our needs. The sprinkler system is functioning and this year the area will require mulch and trim of the trees in the landscape.

We have been having issues with some of our streetlights, and Mr. Henry Ford has been in contact with LG&E for service and repair. LG&E has reported that some of the delays with repair are due to a shortage or unavailability of some of the parts. He will stay in contact to get this matter resolved.

The Speed Humps for two of our streets is on the schedule. Mr. Mike Ratchford reported that they may be installed the week of May 24th. Placement is one for Sewell Drive and two on Old Toll Road. Mr. Ratchford has worked very closely with Mr. Kevin Bratcher and other personnel for the placement of these speed humps. He has been pushing to have them installed before the shutdown of I-65 because we expect our already heavy traffic to increase even more. New information signs will be placed regarding speedhump location and no outlet sign at Sewell Drive and Old Toll Road for Baumler Place being a no outlet road.

A walk through the neighborhood was conducted and many mailboxes need repair or even replacement. The numbers for the number plate can be purchased at Lowes. Mailbox information is on the Website. The contact for Duggins Co., Inc. is 1116 Ulrich Av. Louisville, KY 502-966-5774 to obtain their fees.

New Business:

We have a crisis due to snow removal fees. The budget cannot support the costs at our present intake of funds. A short discussion was conducted with the members in attendance to improve this condition. We need to raise the dues or do an assessment to the homeowners. It was favored to raise the dues. The board concurs and the dues will be raised to $225.00 starting in 2027. Mr. Ratchford made the motion to accept the proposal which was seconded by Ms. McDermott.

Motion to adjourn the meeting was approved by Mr. Mohr and seconded by Ms. McDermott. Meeting adjourned at 8:37 P.M.

HOA Board of Directors Meeting, May 5, 2026

Call to order 7:07 P.M. by Lonnie Wright, President. All Board Member were present.

The financial report was presented by Louis Holzknecht, the Treasurer. Cash on hand currently is $8908.94   A discussion of the unpaid dues by homeowners totaling $1400.00 for the current year. The Board is sending certified letters to two (2) and hiring a lawyer regarding the other two (2) homeowners. Proposals were discussed regarding the budget and the extreme cost of snow removal. We could cover this expense by raising the annual dues or by an assessment. The Board decided to table this for this meeting and to put it on the agenda for the Annual Meeting.

Speed Hump information:

The HOA cost of $6560 for three (3) speed humps has been paid. Installation is to be soon, Glenmary East Section 1&2 is on the schedule. The start date will be potted on the Website. We are going to place a No Outlet sign on the existing pole at Sewell Drive and Old Toll Road to advise motorists that Baumler Place is a No Outlet route.

Information for a new landscape company was presented. Application forms and specifications have been submitted to contractors. Multiple reports have made regarding malfunctioning streetlights. LG&E has responded.

The HOA is again going to sponsor a dumpster for Neighborhood Clean Up! This will be available for members only June 5 through June 9.

The Board set a date and location for the Annual Meeting and timeframe per Bylaws for mailing and proxy notices.

Several of our members’ mailboxes need updates or repair/replacement. Notices need to be made with information and suggestions of companies that can assist in this matter. MSD has an offer for placement of trees, at their cost, for Sewell Drive and/or Old Toll Road. If there is interest from members, this information to be presented at Annual Meeting.

A suggestion was made that we, as a community, share vendors contact information that have performed well on repairs/improvements to help benefit our neighbors. Firsthand knowledge allows confidence in what we are sharing.

Board of Directors Meeting Minutes December 2, 2025

Glenmary East Board MEETING (December 2, 2025)

The meeting was called to order at 7:09 P.M. EST, by Lonnie Wright, President.  All Board Member were present.

A short discussion regarding topics for the Annual Association Meeting to be held in April 2026.

The financial report was presented by Mr. Louis Holzknecht. Cash on-hand currently $3995.70.  A discussion of the unpaid dues by homeowners totaling $1225 for the current year and optional action to be taken.

The contract for landscape maintenance is in its last year; the board is not pleased with the work not being performed by Greenscapes.  Mr. Ratchford has two companies that he is going to contact to see if they would be interested in replacing the existing company to execute the requirements defined in our bid package.  The board also has plans for tree pruning and cleanup of the area in February.

The Board appreciates the placement of Christmas season décor and lights at the entrance completed by Mr. Ratchford.

Some Association members have complained about repetitive overnight street parking of cars on Sewell Dr by one of their neighbors.  Our Covenants only address persistent overnight parking.  Mr. Wright has spoken to the neighbor in regard to this matter. Another member has complaints about barking dogs of a neighbor.  That matter needs to be reported to Metro due to the fact that the condition is a violation of county ordinances.

Regarding Speed Humps: They have been approved and there will be three placed; one on Sewell and two on Old Toll Rd.  We are waiting on the matching funds to be released by the Council and the work will be scheduled for Spring of 2026.  Our HOA has paid $6560 to Metro Government for 50% of the costs.  There will be signs advising the drivers of the speed humps and the HOA is to have a no outlet sign placed at Sewell and Old Toll Rd to try to control traffic for turn arounds on Baumler Pl. similar to the sign which is at Herring Ct.  A sign is also under consideration at the entrance from Colonel Hancock showing our subdivision name.

A determination of matters for the Association Meeting in April has been listed to present, items such as: rooftop windmills, roofing materials, solar panels and renting a dumpster again this year.

The meeting was called to order at 7:09 p.m. by Lonnie Wright, President

An introduction of the Board Members was made and the Association Members were asked to introduce themselves.

The Proxy Report was given by Sharon McDermott; there were seven proxies and nine members present, giving a Quorum being established.

The Treasurer’s Report was presented by Louis Holzknecht, Treasurer.  A copy of the Operating Budget was given to all present, which outlines the carry over monies from 2023, the projected revenue from dues for 2024, the normal and expected expenses for the operating year of 2024.  The total projected income for 2024 is $16,690.29 and the expected expenses is $16, 690.29 for 2024.  The financial record is available on our Website: www.glenmaryeasthoa.com.

Old Business:

Entrance and Landscaping: The contractor for the landscape currently retained is Greenscapes.  They gave acceptable quotes for the majority of the work needed at the entrance, but some money was saved by Board Members purchasing and planting optional selections.  Maintenance is becoming necessary for the back of the berm at the entrance.  Mr. Wright is going to follow up with a couple of companies to determine what trees can be saved and which need to be removed.

Street lights working status:  Henry Ford, Jr. is our contact for reporting malfunctions, but anyone can report an outage by calling 502-589-1444 and follow the prompts.  At this time, all street lights are in working order.

Speed Humps: Mike Ratchford resubmitted the forms necessary for acceptance for installing speed humps on Sewell Rd and Old Toll Rd.  At this time there is no response.  He has also requested a traffic study for a 24-hour period, the last study did not catch the hours of our heaviest traffic through the neighborhood.

New Business:

Annual Dues 2025 ($175)

Metro Representative Ms. Monica Hodge was gracious enough to fill in for Mr. Robin Engel, who was not available due to prescheduled meetings.  Questions were presented to Ms. Hodge regarding speed hump and costs and rules. She shared information that speed humps usually go in by pairs, two per problem area at a cost to be shared by any funds the community would be granted and the community itself.  Information to obtain LMPD Smart Machine which shows the speed limit and the rate of speed the passing vehicle was discussed.  Ms. Hodges’ explained that each machine costs $5000.00.  Neighbors expressed their concerns of the high rate of speed that the cut through traffic is traveling on our streets.  Monica Hodge stated that Mr. Engel is 1 of only 3 Council members who even support Speed Humps and that the county does not like them due to the inconvenience they cause emergency vehicles.

The Board has proposed to rent a dumpster to be used solely by the community for the third weekend in June.  The placement for the dumpster is tentatively set for the north end of Baumler Pl., when approved by the residents in that court a notice will be given to all residents in our HOA.

A request for a New Board Member, one seat open, was submitted to the attending members.

A vote was taken to accept Sharon McDermott to the Board as Secretary and passed.

Monica Hodge informed the membership present at the meeting of a Town Hall meeting to be held on August 1st, 6 p.m. at St. Gabriel.
